Paycheck Protection Program

The Small Business Administration (SBA) and U.S. Department of the Treasury have developed The Paycheck Protection Program to provide small businesses relief by providing funding to assist those employed by small businesses ensure job retention and cover certain other expenses.

The CARES Act establishes the Paycheck Protection Program, a multi-billion dollar loan program to help small & mid-sized
businesses with cash flow during the COVID-19 crisis. If the business maintains their payroll for 8 weeks or 24 weeks, the portion of the loan used for covered payroll costs, interest on mortgage obligations, rent, and utilities would be forgiven.

Overview
  • Loan Amount: 2.5 x Average Monthly Payroll.
  • Terms: Two year loan (at 1% fixed rate) with no prepayment penalties or fees.
  • Payments: Loan payments will be deferred for six months, interest payments thereafter.  Principal due at maturity. 
  • No collateral or personal guarantees are required.
  • Neither government nor lenders will charge small businesses any fees.
  • Funds can be used for:
    • Payroll costs including benefits.
    • Interest on mortgage obligations, incurred before February 15, 2020. 
    • Rent, under lease agreements in force by February 15, 2020. 
    • Utilities, for which service began before February 15, 2020. 

Loan Forgiveness

Borrowers are eligible for loan forgiveness equal to the amount they spend on payroll, interest on mortgages, rent, and utilities during the 8-week period after the origination date of the loan. The amount forgiven will be reduced proportionally by any reduction in employees retained compared to the prior year, and by any reduction in pay of employee beyond 25% of their prior year compensation. To encourage employers to rehire any employees who have already been laid off, borrowers that re-hire workers previously laid off will not be penalized for having a reduced payroll at the beginning of the period.

You can request loan forgiveness by submitting a request to Clear Lake Bank & Trust (the lender) that is servicing the loan including documents that verify the number of full-time employees and pay rates, as well as payments on eligible mortgage, lease and utility obligations. You will need to certify that the documents are turned in and that you used the forgiveness amount to keep employees levels and make eligible mortgage interest, rent, and utility payments. Clear Lake Bank & Trust must make a decision on the forgiveness within 60 days.

Who is Eligible?
  • Small businesses with 500 or fewer employees. 
    • Businesses with more than 500 employees are eligible in certain industries.

  • In business on or before February 15, 2020.
  • Documentation that your business has been economically affected or that economic uncertainty make the loan necessary.
  • Eligible nonprofit organizations.
  • Veterans organizations.
  • Tribal concerns.
  • Self-employed individuals.
  • Sole proprietorships.
  • Independent contractors.

When Can You Apply?
  • April 3, 2020: Small Businesses and Sole Proprietorships. 
  • April 10, 2020: Independent Contractors and Self-Employed Individuals. 

These funds will go fast, so we encourage you to apply as soon as possible.

Economic Injury Disaster Loan Emergency Advance

This loan advance will provide up to $10,000 of economic relief to businesses that are currently experiencing temporary difficulties.

 

Overview

In response to the COVID-19 pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan (EIDL) advance of up to $10,000. This advance will provide economic relief to businesses currently experiencing a temporary loss of revenue. Funds will be made available following a successful application. This loan advance will not have to be repaid. You do not need to contact a Clear Lake Bank & Trust Business Banker to apply for an EIDL. Organizations should apply directly via the www.sba.gov website.

 

Eligibility

The SBA’s (EIDL) provides vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing as a result of the COVID-19 pandemic.

  • This program is for any small business with less than 500 employees (including sole proprietorships, independent contractors and self-employed persons), private non-profit organization or 501(c)(19) veterans organizations affected by COVID-19.
  • Businesses in certain industries may have more than 500 employees if they meet the SBA’s size standards for those industries.
  • The EIDL advance funds will be made available within days of a successful application, and this loan advance will not have to be repaid.

Deposit Safety: Safest Place to Keep Your Money!

While Clear Lake Bank and Trust has adjusted hours and lobby availability to observe the Centers for Disease Control (CDC) guidance on social distancing, that doesn’t change the fact that an FDIC-insured account remains the safest place for you to keep your money. The FDIC’s Electronic Deposit Insurance Estimator (EDIE) can help you determine deposit insurance coverage based on accounts you already have with Clear Lake Bank and Trust and other banks or new accounts you are considering opening. If you have need help with your FDIC coverage please contact a Personal Banker at any of our locations. As a reminder, keeping large sums of cash in your home is not advisable because it puts these funds at risk of theft, fire, flood, loss, or damage. Also, because of the physical interaction and exchange of currency, paper money has the potential of harboring germs and bacteria, another drawback of storing large sums of cash in your home.
